I need an Eagle PCB expert: Help me make a 13600

I need to figure out how to make a 13600 for Eagle. I want to create some schematics and layouts. But I can't find a library that has a 13600 OTA. Can anyone explain how to make a part?

use the lm13700; it's in the ota library on the eagle website
