Timbre reamer

Trying to brainstorm and understand different schematics. On this schematic for the Paul c. Timbre reamer, there is a bass cut and treble cut.
Is the treble cut the bass control? And is the bass cut the treble control? Or is it just a discription for bass and treble controls that's confusing me?
