Neutron Problem with Direction

I just built up a Neutron. This was done with an old board it doesn't seem to match the current version of the board.

Everything is working except the direction switch. It works in one direction, down I think. I get no sound when I switch to the other direction. Of course everything looks right. I doubled checked the values for R10, 11, 14, 15, 16, 18, 19 and C9. These all seem to be the correct value.

I followed the wiring diagram at GGG. Double checked that, wiring seems to be correct. I also compared the wiring to the schematic.

Give me a few suggestions on what I might test to sus out the problem.

After extensively probing the circuit. It seems like the Rx is causing some trouble. Some settings don't seem to work when in the down mode.

There is also a problem where I'm getting sound in the low pass mode, and no sound in the band or high pass modes.
