So, I built this pedal and it was working fine.  My brother used it the other night, and know it just ticks when you engage the effect, and the LED does not come on.  It works when it is off, only when you switch it on does it act wierd???  So, a ticking thumping noise in time.  Any thoughts?  Opamp?  Thanks!

  Yupp..needs a single opamp.
The only times I've had an opamp go bad it was at outgassing temperature [or near it]...current kills 'em occasionally = rarely.
Proabably a new circuit was introduced [stray wire or box-touch-connection], or the old circuit had a cold solder.
Voltage measurements and everything else to find anything out is included in the sticky "Debugging" thread, proir to that you could loosen and reposition/wiggle the board, but I'd check for non-continuity at the power supply, any other pre-power tests first.
Convention creates following, following creates convention.

So  everything seems normal as far as power and voltages.  I tried swapping out the Op amp and it is still just going thump/click in a rythmic pattern when the effect is engaged????  Again, this pedal was working just fine. ::)
