TS-808 clicking or popping noise

Hello every one, I recently built a TS 808 using the layout from tone pad and I ordered my parts from small bear. The pedal sends clean sound in the on or off position but I get no distortion when it is on and there is a constant heart beat or loud thump. I tried resoldering the ic socket and some other joints that looked dull. I also tried flipping the ic around but still no result. Here is my part list for the build. It is my list directly from the web site. also i made the pcb my self using the tone pad laout. Any help is apreciated. Thanks guys

The parts list does not really help that much ;). Can you measure the voltages on the pins of the IC and transistor? Reversing the IC might destroy it altogether (is that what you mean by flipping it around?

If you get a clean sound when it's engaged you might want to look at the connections to the bypass switch.

Thanks for your replys, I am sorry it took so long to respond. I am not getting any voltage to the transistors or the IC. I was getting 9.46 volts on all of the IC pins yesterday. I did some touch ups yesterday and I think I broke it. I am thinking its time to build another one I have all the parts to make a second one if need be but I am hoping i dont need to do that. I am unable to post pictures at the moment but I will do my best to get some up here.
