Boss Power Supply

I just pulled apart an old Boss PSA 240 power supply that had stopped working (corroded fuse) and mapped out the circuit while I had it apart. From the rectified and smoothed  + rail it had a resistor in parallel with a 5V VR then a diode in series with the VR/resistor to the - rail. From my standpoint of limited knowledge, I was wondering what the advantage of this circuit would be over just using a 9V VR and smoothing caps?

maybe some type of constant current load for the the primary VR?  With the diode providing protection from reverse polarity?
