Ultra Flanger problems

Hello. I have a huge problem with my John Hollis Ultra Flanger...It doesn't flange. I get a signal bypassed and when in effect but it doesn't flange and the knobs and odd/even switch does nothing. I've checked all the values and they're consistent with the values of the components listed. I thought maybe it was a chip problem and I tried to exchange chips, but it didn't do anything. The voltages I got were:

Anyone have an idea as to why it is behaving this way?

So, I decided I'd try and see if I had any cold solder joints, and tried to reheat them. Now I get a metallic noise as I turn the regen knob, and if I turn it too much it becomes metallic feedback. Still no actual flange. Anyone have any ideas?

I assume, that voltages at U4 look different now than in the first post (e.g. 14 & 15 are now close to 9V etc.)..

Problem is probably somewhere between LFO output (pin 7 of U5 = U5b output) and VCO input (pin 9 of U4), because rest seems to be working. Set slowest RATE, maximal SWEEP and maximal MANUAL and measure alternating (LFO) voltage on it's path from pin 7 of U5 to pin 9 of U4. It gets lost somewhere there.

Thank you so much! I found that I had a cold solder joint on r23, now it works like a champ. Sounds funky. Thanks a lot again.

Okay. Now I seem to be having a strange problem with the effect. The flanging works fine, its just that If I turn the regen pot from 3 o'clock on it gets this intense oscillation. I don't know how to get rid of it. I tried adjusting the trimpots but that didn't seem to help. Anyone run into this problem?
