Delay When Stompox Switched On

I built a rangemaster recently with some nos CV7003 and for whatever reason the effect seems to be slow to switch on.  I'm using RGs build doc and a 3pdt stomp.  So far I've switched out the lytic caps and the stompswitch but it there is still ~half second delay when I engage the footswitch.  Anyone have an idea what could be going on here.  The only thing I can think of is it's slow to charge up DC in the caps but I'm not entirely sure how to verify this.

You know something that I haven't tried is to disconnect the LED...perhaps it's somehow soaking up all the current.  I ran the pedal patched through an A/B pedal and didn't have any issues...

Does your switching switch power off to the circuit when it's bypassed? This is the most common issue with pedals taking a long time to come on.

Try modifying it so it's always powered and only the signal is switched.

Well I seemed to have stumbled onto something...whilst checking the bias voltage on the transistor I noticed an incoming voltage of 12V.  Seems my 9V wall wart is outputting 12VDC.  My other wall wart broke just the other day and I don't have a 9V power supply or any battery snaps on hand so I'll have to wait just a week before I get back on it.  But I'd like to point out this thing screams when it's engaged.
