Russian flanger not flanging

So, I bought this old Russian flanger from Ebay. It's in really great condition, however there are two things I hope you guys can help me with.
First of all, it takes about half an hour from that that I switch it on till it starts working properly (it comes gradually).
Second, it does not start to flange (the sweeping) but the other controls do work, so it works more like compressor.
I actually managed to find the schematic so I hope this can be solved! Thankful for any help I can get!

In case anyone else has this problem in the future, problem was solved by changing all the electrolytic capacitors.

P.S. Probably didn't get any help on this because the schematic you linked was too small to read.
