Help on NEUTRON - sweep direction problem

Well, I've made a few pedals (debugged successes) and I have a problem with this one, although the pcb is airy, my joints neat etc...
The problem I have is with up-direction switch... I get nice "down tones" in all modes but when it comes to up-dir I can't hear a thing except more noise in the sound (I have whine problem at the moment, expecting a new volt-div-chip soon) but no wah whatsoever. When bipping with DMM all of the connections involved go to where they're supposed to go (from the switch lugs to R18,519,R10,R11) I give you my voltages on U3 for one Rx setting (I am using a pot )

UP POS :

1: 7,94     8: 8;85
2: 4,47     7: 2,97
3: 4,48     6: 0,07
4:-8,30     5: 0,01

DOWN POS :

1:-3,9    8: 8,90
2: 3,6    7:  3,6
3: 3,5    6: -0,09
4:-8,6    5: -0,03

I am using DIY vactrols that work perfect in the down mode, I have a pot for RX, and as I already mentioned I have a whining ICL7660

Could someone see in this figures something that could help .... Would be gladly appreciated...
