My name is Bill and I'm new to building effects. I built a General Guitar Gadgets Phase 45. I love it but I get a popping noise when I switch the stomp switch. Is there a fix for this like a resistor or something? Thanks for any help

Type popping into the forum search facility - I'm sure you'll find some help in the threads returned as you're in no way the first to experience this!

Welcome!
Could be all kinds of things -  mostly caused by DC on in- and/or output (caused by missing pulldown resistor (R28, R11) or leaky coupling cap (C1,C4), switch bounce/switch damaged (overheating during soldering), LED rush-in current (too much current suddenly drawn by LED will be audible through a sudden power supply sag).
Check everything in the beginner section and FAQ - it's a great help. Search is also great indeed.
Measure for DC on in/output (of the circuit, while the pedal is in bypass), also for dc on the rest of your rig (maybe the amp's input is leaking a bit, it happens). Check all soldering connections. Disconnect the LED and check if it still pops. Take  the circuit "out of the switch" (don't solder *on* the switch this time, leave everything connected to it and desolder the connections to board) and replace with a jumper so it's just the switch between jacks, choosing between two different bypasses, see if that pops. Etc. Keep searching, you'll get there.
