Tap tempo on DD-5 not working. Halp

I rehoused my dd-5, added a mode select option and built in tap tempo switch. I never tried the TT prior to the rehouse so it may not have worked anyways - got it used.

Everything works with the pedal rehoused (its in a plastic enclosure btw) except the tap switch. I'm using a DPDT momentary switch with the wiring wired for NC operation - I've tried both NC and NO applications with the switch but still get not tempo change on Modes 8-11. I have T4 from the PCB (yellow wire, and indicated via the schematic as the proper wire) wired to one lug on the switch and the other lug goes to ground. I'm using the black ground wire from the PCB which goes to the Input sleeve>lug on tap switch>ground lug on bypass switch>output jack sleeve>LED ground for mode select switch>back to ground via one of those metal tabs which makes contact with the enclosure on the stock unit.

I suspected perhaps that he LED ground was causing problems - I'm using a 4dpdt that hooks up to 2 different dented MODE knobs. The switch between the two allows for mode selection. I'm using a Bi color LED to indicate the different modes. I thought maybe the positive/ground connection from the LEDS was interfering so I unhooked the LED ground and tried the tap tempo - still no tap response.

I can't figure out what is wrong and I'm guessing that perhaps I was duped and sold a DD-5 that had a messed up Tap Tempo.... OR I'm a dummy and can't figure out what is wrong.

Any thoughts?

The enclosure is plastic so I'm wondering if something that needs to be grounded isn't but still allows the circuit to function without it - cause every thing on the delay works fine except no Tap Tempo...
