DL4 won't power-help

Hi my DL4 won't power up.  I've been reading other sections of this forum on the topic and went through measuring voltages.  I wasn't getting anything on Pin7 of U14 (MAX887) which is supposed to be 3.3v, so I replaced it and am still not getting any reading.  I was testing it with batteries hooked up because everytime I plug in the AC adaptor (from line6) it blows my D16 Zener.  I'm not the greatest at debugging this type of thing.  Any help is greatly appreciated. Here's some more info:
When I plug the cable into the input jack, I get a sound like a camera flash charging.  Once it reaches it's highest frequency it keeps whining.  Bad Cap? C40?

VOLTAGES:
4 'C' Batteries (input unplugged): 4.8v
with input plugged in: 3.1v
(D12 anode: .01v)
D12 Cathode: 3.1v
C39 (side facing outer edge): 3.1v
C40 anode: 3.1v
Max887-
Pin 8:  3.1v
Pin7:   .92v
Pin6:   3.1v
Pin5:   .01v
Pin4:   3.1
Pin3:   1.3
Pin2:   .318
Pin1:   3

Any more info you would like?

According to this http://www.thegearpage.net/board/archive/index.php/t-466151.html it runs off 9 volts AC which then gets rectified to 12 volts so if you're testing it with C batteries you'd need 8 to get 12 volts. Sorry i don't know anything else about it.

The battery spot in the pedal is made for 4 C batteries.  That's what it takes.
