Circuit not working when Voltage implemented

Dear Diystompboxes.com,

After a long time of lurking and working, I finally started a very simple beginner project. For a while now, I've heard of Devi Ever(effector 13) distortions and fuzzes, and I learned that they have very minimal parts, so I thought that this would be a nice entry point. So, I slapped this john up on the breadboard and finished that within ten minutes. I compiled a quick perf layout and soldered the whole thing together.

The problem:

Whoops! I guess that it deleted itself.

The problem : When I connected my one spot to the board, it creates a very loud hum.
When I connect a 9volt battery, there is no sound at all.
No power connected, the gain and volume still affect the clean signal, but no gain is created.

Voltage readout:
C: 3.00
B:   .60
E:  0.0

Notes : The 2.2M resistor that is in parallel with the .1 capacitor,was  changed to a 3.3M resistor.
