"Blushing" under decal

I was doing my usual stompbox decaling this weekend, and on one of them, there are some areas that are cloudy - almost look like lacquer does when it "blushes".

Any ideas why? I did 2 boxes and one of them did this and the other didn't.

Did i not clean the one well enough?

Decal too dry? Should I have wet the enclosure out a little more before applying the decal?

I think there was some dirt on it.
When the decal is taking out of the water and getting rid of the paper, it´s wet enough.
I try to get rid of the blushes one hour after getting it on the box, but I use the ceramic ones witch must be baking in the oven for 45min.

on closer inspection, it appears to be scratch marks.

I wet sanded the paint with 800 grit to smooth out dust nibs etc before decaling. I didn't think the 800 grit scratch pattern would be visible...grrrr

Some elbow grease, and some rubbing compound to eliminate those fine scratches.  Or you could just apply another coat of lacquer.
