I've some success putting a buffer in front of most of the listed IC's except for the 4040 for octave down. The chips I have are 4040BE. Is it a buffering issue?

i doubt it. but may well be wrong. are you using pull up/down resistors? dc caps? buffered how? go via 40106 gate to 4040.

basically the 4040 clock input (or the 4017 or whatever) just wants 1's and 0's. 1's being over 4.5v ish (if running at nine volts) and 0's below 4 ish. your squared and filtered (distorted and removing hf, harmonics, etc - search forum for fundamental extractor) guitar note provides the clock. the cmos does the math and outputs a square wave.

*in other words* pump up the volume. more gain. if no joy check wiring.

Strategy

If you're going logic, there should be ways to incorporate digital noise source, or source of random or pseudo random (shift register?) signals
