Help debugging DIY rat

Hello.
I've just soldered my diy rat pedal, tested it and turns out it doesnt work. The bypass works fine. The led isnt working at all, weather is it on or off

Name of the project is La Rata from Tonepad.com
Here is the layout:

The R1 is 2.2 kOhm
I've replaced the 2N5458 transistor with the J310,
the 1N4002 diode with the 1N4007,
the two 1N914 diodes with 2N4148,
the LM308 IC with the OP07CP,
the 30pF capacitor with 33pF.


The voltages:
The out of circuit battery is 9.36V

J310 transistor (Q2)
G = started at 4.58 and dropped to 4.36
S = 9.35
D = 9.35

OP07CP (IC 1)
P1 = 9.27
P2 = 8.72
P3 = 8.72
P4 = 9,18
P5 = 0
P6 = 8.79
P7 = 9.35
P8 = 9.28

Here are the numbers of pins looking from above:
1 o    8
2       7
3       6
4       5

1N4007 (D3)
Positive end = 9.18
Negative end = 9.35

2N4148 (D1)
P = 9.18
N = 8.81

2N4148 (D2)
P = 8.80
N = 9.18

Pin 3 should have about 4.5V since it's connected to Vb, through the 1M to the 100k/100k voltage divider.  Since the LED doesn't work, it could be in backwards, or be burned up, or there is something wrong with the ground.  Also pin 3 of the distortion pot looks like a suspect solder joint maybe on the underside of the board?

Thanks for the help, but it turns out i've soldered the negative pole of the battery to the wrong place. I thought the place i've soldered it to touches with the place where it should be.
