EB Stereo/Pan Volume Pedal

I have a EB Stereo/Pan Volume Pedal and I find that when it is is the heel down position it is not totally off. I can still hear my guitar some, especially when I have a distortion pedal on. What can I do to fix it so when its in the heel down it is totally off, or is it working properly?
Guitars: Ibanez S570DXQM
Amps:  Peavey ValveKing 112, Roland 15XL

Mine has a knob on the side to set minimum volume. You can use that to set your zero point.

this is the bugaboo of passive pan pedals. when high gain signals are  present, bleed is normal.

i have no direct experience with the ernie ball, i know from my own experiments that bleed is very diffiicult to eliminate.
