pt2399 problem

so i have a magnus modulus pcb here, and the boost works, the tremolo works, but the delay/chorus is not there at all.  i was comparing voltages with this thread:

and found that my pins 7 & 8 have no voltage - 1.3 volts depending on the time pot.

i switch chips already, and its doing the same thing.  my voltage regulator is correct, and pin 1 is showing 5v.  

what else should i check?

[Seven64]

cranked up the soldering iron a little and went back over every solder point on the board.  now it works fine.
