PT-80 delay problems

So this is my second go at this pedal the first was a total faliure. This one is working but with some problems. At first i had the pots wired backwards fixted that but still have some issues. When the delay is on and i strum the sound of the guitar sounds gated and with some distortion. The repeats have to be all the way down or it becomes uncontrollable the delay time set all the way down still sounds pretty fast, the level pot does its work just fine. Im using a 18vdc power supply. Here are some voltages i got.

I've been looking at the board and found a pad that was burnt do over heating. I got that fixed its working a bit better but still the delay time at its lowest setting is still to fast. I re checked the wire and it seems just fine. The repeats pot is still a little wierd its uncontrollable.
