The key is to set the channel parameter first, then press the program or ctrl button.
How to send MIDI messages to channels other than 1

Type in the channel number first. Then press the program button. Notice it says C1, not C0 (C0 is MIDI channel 1 as MIDI is zero based).
Similarly for the transmogrify button.
